Joyce Bellamy

Dr. Joyce A. Bellamy is a Connecticut entrepreneur and reentry advocate who turns lived experience into jobs and training. She left home at 14 due to abuse, survived homelessnessand a house fire, and earned her diploma at 1 6. She was later incarcerated at Niantic and, at 25, in federal prison—giving birth while in custody. After release she moved quickly: within ten months she founded a home care agency and bought her first home, then launched

ventures and the faith-based nonprofit Belcare Community Programs & Services, which has served 3,000+ returning citizens in Greater New Haven with education, transportation support, counseling, housing resources, and practical reentry help. Now a minister with doctorates in Business, Christian Psychology, and Theology, Dr. Bellamy founded the Connecticut Business Institute (authorized by the Connecticut Department of Higher Education) and trains in the construction sector as a flagger instructor. She leads the American Public Safety Association (APSA)—the first Connecticut-founded flagger training association approved by CTDOT—through which she and her husband, Donald Moody, trained 150+ residents this year as of date. She operates 10+ businesses that have hired thousands and mentor people with records within the community over the last 20 plus years. Her mission is steady: turn pain into purpose—and purpose into pathways.
